  "text": "(This note is not part of the Regulations)\nSection 77(2)(b) of the School Standards and Framework Act 1998 which is proposed to come into force on 1st February 1999, contains a reference to paragraphs 1 and 2 of Schedule 22 to that Act (which, amongst other things, makes provision for the consent of the Secretary of State to the disposal of land by governing bodies of certain schools). Schedule 22 is not expected to come into force until 1st September 1999 and these regulations provide that until then, section 77 has effect with modifications.",
