  "text": "(1) The Welsh Ministers may make regulations about Welsh in education strategic plans.\n(2) The regulations may make further provision about the following matters (among other things)—\n(a) the form and content of a plan;\n(b) the timing and duration of a plan;\n(c) keeping a plan under review and its revision;\n(d) consultation during the preparation and revision of a plan;\n(e) the submission of a plan for approval;\n(f) when and how to publish a plan.\n(3) The regulations may make provision enabling the preparation of a joint plan by two or more local authorities, and any such regulations may modify any provision of this Part in its application to joint plans.\n(4) A local authority must, in the exercise of its functions under this Part, have regard to any guidance issued by the Welsh Ministers.",
