  "text": "A penalty notice given by an enforcement authority must—\n(a) give such particulars of the circumstances alleged to constitute the offence as are necessary for giving reasonable information about the offence;\n(b) state the amount of the penalty;\n(c) state the period during which, by virtue of regulation 35, proceedings will not be taken for the offence;\n(d) state the person to whom, and the address at which, the penalty may be paid and the ways in which the penalty may be paid; and\n(e) state that payment must not be made in cash.",
