  "text": "CONSTITUTIONAL LAW\nDEVOLUTION, SCOTLAND\nMade 26th March 1999\nComing into force\nArticles 1 to 3 6th May 1999\nArticle 4 in accordance with article 1(2)(b)\nArticle 5 in accordance with article 1(2)(c)\nWhereas a draft of this instrument was laid before and approved by a resolution of each House of Parliament in accordance with section 115(1) of, and paragraphs 1, 2 and 3 of Schedule 7 to, the Scotland Act 1998;\nNow, therefore, the Secretary of State, in exercise of the powers conferred upon him by sections 105, 112(1), 113 and 129(1) of the Scotland Act 1998, and of all other powers enabling him in that behalf, hereby makes the following Order:",
