  "heading": "General modification of enactments",
  "text": "(1) This article applies to any provision that is contained in–\n(a) any pre-commencement enactment, or\n(b) any prerogative instrument, or any other instrument or document, made before the principal appointed day.\n(2) Any reference in any provision–\n(a) to government departments; or\n(b) to, or to any part or officer of, any government department,\n(however described in that provision), is to be read, so far as the effect of the 1998 Act makes it necessary or expedient to do so, as including or being a reference to, or to any corresponding part or member of the staff of, the Scottish Administration.\n(3) Paragraph (2) above shall not apply to the provisions or enactments mentioned in Schedule 1 to this Order.",
