  "text": "(1) The Local Government etc. (Scotland) Act 1994 is amended as follows.\n(2) In section 71(1) (funding of Customers Council), “to such extent as may be approved by the Treasury” is omitted.\n(3) In the following provisions, “with the approval of the Treasury” is omitted–\nsection 83(2) and (3) (finances of new authorities);\nparagraphs 9(1)(a) and (2) of Schedule 7 (constitution and proceedings etc. of a new water and sewerage authority); and\nparagraphs 7(1)(a) and (2), and 10(4) of Schedule 9 (constitution and proceedings etc. of the Scottish Water and Sewerage Customers Council).\n(4) In the following provisions, “with the consent of the Treasury” is omitted–\nsection 84(1)(b), (2)(a), (4), and (7) (finance and borrowing);\nsection 85(1) and (4) (guarantees);\nsection 87(2) (accounts);\nparagraphs 10 and 11 of Schedule 7; and\nparagraph 8 of Schedule 9.\n(5) In the following provisions, “given with the approval of the Treasury” is omitted–\nsection 84(2)(b);\nparagraph 12(4) of Schedule 7; and\nparagraph 9(5) of Schedule 9.\n(6) In section 84(6)(a), “in such form and manner as the Treasury may direct” is omitted.\n(7) In the following provisions, “with such consent” is omitted–\nsection 84(2)(a); and\nsection 85(4) (in each place where those words appear).\n(8) In the following provisions, “with such approval” is omitted–\nparagraph 9(2) of Schedule 7; and\nparagraph 7(2) of Schedule 9.\n(9) In the following provisions, “given with the consent of the Treasury” is omitted–\nparagraphs 11 and 12(1) and (2) of Schedule 7; and\nparagraph 9(1) and (3) of Schedule 9.",
