The Secretary of State, in exercise of the powers conferred upon him by sections 106 and 112(1) of the Scotland Act 1998^f1 and of all other powers enabling him in that behalf, and having consulted the Scottish Ministers in accordance with section 106(4) of that Act, hereby makes the following Order:
