Article 4 Convertible devolution issue to become compatibility issue

Article 5 has effect in relation to a convertible devolution issue from the time at which it becomes a compatibility issue under article 3.

Articles 6, 7 and 8 have effect in relation to a convertible devolution issue from the relevant date.
