  "text": "(This note is not part of the Order)\nThis Order makes a scheme for the establishment for the local government area of The Borders of an area tourist board to be known as the Scottish Borders Tourist Board (“the Board”).\nArticle 3 provides that the scheme set out in the Schedule to the Order shall have effect from 1st April 1996 but in relation to—\n(a) the constitution of the Board;\n(b) the carrying out by the Board of any functions necessary to bring the scheme into operation on that date; and\n(c) the winding up of an existing board,\nprovides that the scheme shall have effect from the date of coming into force of the Order, namely 31st August 1995.",
