  "text": "(1) The Commission may, in the exercise of any of its functions—\n(a) consult,\n(b) act jointly with,\n(c) co-operate with, or\n(d) assist,\nany other person.\n(2) The Commission must seek to ensure, so far as practicable, that any activity undertaken by it under this Act does not duplicate unnecessarily any activity undertaken by any other person under any other enactment.",
