The Secretary of State, in exercise of the powers conferred on him by section 23(3) of the Enterprise and New Towns (Scotland) Act 1990f1, and of all other powers enabling him in that behalf, after consultation with the Scottish Development Agency and their successor, Scottish Enterprise, and being satisfied that nothing further remains to be done by that Agency whether under Schedule 3 to that Act or otherwise, hereby makes the following Order:
