  "text": "(1) In Schedule 4 to the Representation of the People Act 2000 (absent voting), paragraph 6 (proxies at elections) is amended in accordance with this section.\n(2) In sub-paragraph (5), after “election” insert “ (other than a local government election in Scotland) ”.\n(3) After sub-paragraph (5) insert—\n“(5A) A person is not capable of voting as proxy at a local government election in Scotland unless on the date of the election the person has attained the age of 16.”.",
