  "text": "INDUSTRIAL DEVELOPMENT\nMade 16th January 1997\nComing into force in accordance with article 1\nThe Secretary of State, in exercise of the powers conferred on him by section 25(2) of the Enterprise and New Towns (Scotland) Act 1990 and of all other powers enabling him in that behalf, and with the consent of the Treasury, hereby makes the following Order, a draft of which has been laid before, and has been approved by resolution of, the Commons House of Parliament:",
