  "long_title": "Chapter II of Part I of the Environment Act 1995 provides for the establishment of the Scottish Environment Protection Agency. That Chapter further provides for the transfer to that Agency on the transfer date of the functions, property, rights and liabilities of river purification authorities and Her Majesty’s Industrial Pollution Inspectorate and of certain functions, property, rights and liabilities of local authorities and the Secretary of State. This Order sets 1st April 1996 as the transfer date for those purposes.",
