  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Scottish Examination Board Regulations 1981 to extend the borrowing powers of the Board. At present, except in relation to land purchase, the Board is only allowed to borrow on a six month overdraft. This amendment authorises other types of borrowing but only if the Secretary of State has first consented to the terms of the borrowing instrument.",
