in paragraph (5), there shall be inserted after the word “land” the words “or where the Secretary of State has given consent under paragraph (7)”; and

after paragraph (6), there shall be inserted–

“(7)

The Board shall have power to enter into all types of borrowing transaction not authorised by paragraphs (5) and (6), provided that in each case the Secretary of State has first consented to the terms of the borrowing instrument.”.
