  "heading": "Authority to perform functions",
  "text": "(1) The Commission may authorise—\n(a) any of its members,\n(b) any committee established by it,\n(c) any member of its staff,\n(d) any other person,\nto perform such of its functions (to such extent) as it may determine.\n(2) The giving of authority under subsection (1) to perform a function does not—\n(a) affect the Commission's responsibility for the performance of the function,\n(b) prevent the Commission from performing the function itself.",
