  "heading": "Restrictions on approval of farm plan",
  "text": "A farm plan shall not be approved under these Regulations unless the Secretary of State—\n(a) is satisfied that the measures to be undertaken under the plan will improve the development of the farm, will achieve the objectives set out in the plan and are viable; and\n(b) has had regard to the provisions of section 17 of the Agriculture Act 1986.",
