  "text": "Where an Applicant cannot sign his name and is not represented by a solicitor, he may instead adhibit his X or mark in the presence of at least one witness above eighteen years of age who shall certify in writing on the Application that it was read over and explained to the Applicant before his mark was adhibited.",
