# The Scottish Local Government Elections Rules 2002, Paragraph 18: Postal ballot papers


The returning officer shall as soon as practicable issue to those entitled to vote by post, a ballot paper and a declaration of identity in the form set out in the Appendix to this Schedule, or a form to the like effect, together with envelopes for their return.
