  "text": "(1) In this scheme–\n“the 1994 Act” means the Local Government etc. (Scotland) Act 1994; and\n“the area of the Board” means the local government areas for which the Board is established under paragraph 3(1).\n(2) Any reference in this scheme to a numbered paragraph is a reference to the paragraph in the scheme bearing that number.",
