  "text": "CONSTITUTIONAL LAW\nDEVOLUTION, SCOTLAND\nMade 10th March 1999\nComing into force 11th March 1999\nAt the Court at Buckingham Palace, the 10th day of March 1999\nPresent,\nThe Queen’s Most Excellent Majesty in Council\nWhereas a draft of this Order has been laid before, and approved by, a resolution of each House of Parliament:\nNow, therefore, Her Majesty, in exercise of the powers conferred upon Her by section 15(1) of the Scotland Act 1998 and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:–",
