  "text": "CONSTITUTIONAL LAW\nDEVOLUTION, SCOTLAND\nMade 27th February 2003\nComing into force 28th February 2003\nAt the Court at Buckingham Palace, the 27th day of February 2003\nPresent,\nThe Queen’s Most Excellent Majesty in Council\nWhereas a draft of this Order has been laid before, and approved by, a resolution of the Scottish Parliament:\nNow, therefore, Her Majesty, in exercise of the powers conferred upon Her by section 15 of the Scotland Act 1998 and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:",
