  "text": "No action or other legal proceedings against the Secretary of State shall be commenced in respect of any debt due by or claim against the Council or any part thereof on or after the date on which this Order comes into force unless–\n(a) that debt or claim has been notified to the Secretary of State in accordance with the provisions of article 7;\n(b) that debt or claim or that part has been rejected by the Secretary of State; and\n(c) not more than two months have elapsed since the Secretary of State notified the creditor of the grounds of the rejection.",
