  "text": "(1) Subject to paragraph (2), any person who contravenes byelaw 5, 6, 7, 8 or 9(2) commits an offence.\n(2) No offence is committed where a person has a reasonable excuse for contravening paragraph (k), (l) or (m) of byelaw 7.",
