  "text": "CHILDREN AND YOUNG PERSONS\nRESIDENTIAL AND OTHER ESTABLISHMENTS, SCOTLAND\nMade 18th December 1996\nLaid before Parliament 31st December 1996\nComing into force 1st April 1997\nThe Secretary of State, in exercise of the powers conferred on him by section 60(1) of the Social Work (Scotland) Act 1968, section 75 of the Children (Scotland) Act 1995, and section 44(5) of the Criminal Procedure (Scotland) Act 1995, and of all other powers enabling him in that behalf, and after consulting the Council on Tribunals, hereby makes the following Regulations:",
