  "text": "(1) A personal record of each trainee shall be prepared, maintained and preserved in such manner and for such period as the Secretary of State may direct, but no part of the record shall be disclosed to any person not authorised to receive it.\n(2) Every trainee may be photographed on reception and subsequently, but no copy of the photograph shall be given to any person not authorised to receive it.",
