  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Seed Potatoes (Wales) Regulations 2016 (S.I. 2016/106 (W.52)).\nThese Regulations implement Commission Implementing Directive (EU) 2016/317 (OJ L 60, 5.3.2016, p. 72–75), amending Council Directive 2002/56/EC (OJ L 193, 20.7.2002, p. 60–73), by amending the requirements for the official label on basic and certified seed potatoes in the 2016 Regulations.\nThe Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to these Regulations. As a result, it was not considered necessary to carry out a regulatory impact assessment as to the likely costs and benefits of complying with these Regulations.",
