  "heading": "Sealing of packages and containers",
  "text": "(1) Subject to regulation 18, no person may market, other than in a properly sealed package or container—\n(a) pre-basic seed potatoes;\n(b) basic seed potatoes;\n(c) certified seed potatoes; or\n(d) test and trial seed potatoes.\n(2) For the purposes of this regulation, a “properly sealed package or container” (“pecyn neu gynhwysydd wedi ei selio’n briodol”) means—\n(a) for seed potatoes produced in Wales, a closed package or container that has been sealed with an unbroken sealing device by or under the supervision of an authorised officer;\n(b) for seed potatoes produced outside Wales, a closed package or container that has been sealed in accordance with—\n(i) in the case of seed potatoes produced in the United Kingdom, the relevant seed potatoes regulations;\n(ii) in the case of seed potatoes produced in a Crown Dependency or a country granted equivalence, legislation recognised by the Welsh Ministers as having equivalent effect to sub-paragraph (a).\n(3) Where a sealing device on a package or container is broken, the package or container must not be re-sealed with a sealing device otherwise than by or under the supervision of an authorised officer.\n(4) For the purposes of this regulation, a “sealing device” (“dyfais selio”) means a device applied in such a manner to a package or container that when the package or container is opened the device will be broken.",
