Schedule 1

The Regulations do not apply to the following vehicles:—

1. (a)

   tipper vehicles (known as dumpers) or motor-driven barrows operating on building and construction sites;

2. (b)

   tractors other than those referred to in section 1.2 of Annex I of the Special Directive, lorries with or without a trailer, forestry and agricultural tractors, construction plant and trucks used in underground mining operations;

3. (c)

   milk floats and similar delivery vehicles;

4. (d)

   stacking appliances which move only inside guides and are known as stacker cranes;

5. (e)

   trucks with elevating operator position and rated load capacity exceeding 5000 kilograms;

6. (f)

   trucks specifically designed to travel with elevated loads exceeding 5000 kilograms;

7. (g)

   straddle carriers;

8. (h)

   remote-controlled tractors and trucks not carrying an operator;

9. (i)

   equipment used for elevated maintenance;

10. (j)

    trucks powered by external forms of electrical energy;

11. (k)

    mobile cranes;

12. (l)

    mobile lifting platforms;

13. (m)

    trucks with telescopic arms.
