  "text": "(1) Section 227A (offences of threatening with a weapon on public or on school premises) is amended as follows.\n(2) After subsection (1), insert—\n“(1A) Where the offender is aged under 21 at the time of conviction, the court must impose a sentence of detention in a young offender institution for a term of at least 6 months unless the court is of the opinion that there are particular circumstances which—\n(a) relate to the offence or to the offender, and\n(b) would make it unjust to do so in all the circumstances.”\n(3) In subsection (2), at the beginning insert “ Where the offender is aged 21 or over at the time of conviction, ”.\n(4) Omit subsection (3).",
