  "text": "(1) A youth rehabilitation order may impose a drug testing requirement only if it also imposes a drug treatment requirement.\n(2) A court may not include a drug testing requirement in a youth rehabilitation order unless the following conditions are met—\n(a) the availability condition, and\n(b) the consent condition.\n(3) The availability condition is that the court has been notified by the Secretary of State that arrangements for implementing drug testing requirements are in force in the local justice area in which the offender resides or is to reside (and the notice has not been withdrawn).\n(4) The consent condition is that the offender has expressed willingness to comply with the requirement.",
