  "text": "In this Part of this Schedule “intoxicating substance” means—\n(a) alcohol, or\n(b) any other substance or product which—\n(i) can be used for the purpose of causing intoxication (whether through inhaling it or its fumes or otherwise), and\n(ii) is not a controlled drug as defined by section 2 of the Misuse of Drugs Act 1971.",
