  "text": "(1) Schedule 23 contains powers to amend the Sentencing Code.\n(2) Provision that may be made in exercise of a power in Schedule 23 includes provision in respect of an offence (whenever committed) of which a person is convicted after the regulations come into force.\nThis is subject to express provision to the contrary.",
