  "text": "(1) Any power to make regulations under section 1 or 2 is exercisable by statutory instrument.\n(2) A statutory instrument containing any such regulations may not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament.\n(3) Any such regulations are to come into force in accordance with section 5.",
