  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Severn Bridges Regulations 1996 (“the 1996 regulations”) to allow for payment of the tolls at the Severn Bridges by any recognised means of payment.\nRegulation 5 of the 1996 regulations has been amended to allow for payment of the tolls by any recognised means of payment.\nRegulation 5(5) has been inserted into the 1996 regulations to provide an interpretation of the word ‘recognised’ for the purpose of this regulation.\nA regulatory impact assessment has been produced for this instrument and is available from the Department for Transport, RDM, Zone 3/05, Great Minster House, 76 Marsham Street, London, SW1P 4DR.\nA copy of the Explanatory Memorandum is available from the Department for Transport, RDM, Zone 3/05 Great Minister House, 76 Marsham Street, London, SW1P 4DR and on the OPSI website (www.opsi.gov.uk).",
