  "text": "No person shall, without the previous authorisation of the concessionaire, where tolls are for the time being leviable by a concessionaire, or of the Secretary of State, remove, deface or obscure any notice or sign placed on or near the bridges, the toll plaza areas or any structure, works or apparatus in, on, under or over those bridges or those areas in connection with the regulation of traffic thereon or with the collection of tolls.",
