  "text": "Any person who, without lawful authority or excuse, proof of which shall lie on him—\n(a) contravenes or fails to comply with article 3(1), (2) or (4), 4(5) or 9;\n(b) fails to comply with any notice served under article 4(1), 5(1) or 6(1);\n(c) fails to comply with any condition of a licence issued under article 4(3)(b) or 5(1); or\n(d) knowingly causes or permits any such contravention or non-compliance,\ncommits an offence against the Act.",
