  "text": "(1) A member of staff must not take part in any business or pecuniary transaction with or on behalf of a person detained at a short-term holding facility without the authorisation of the Secretary of State.\n(2) A member of staff must not without authorisation—\n(a) bring in or take out of a short-term holding facility,\n(b) attempt to bring in or take out of a short-term holding facility,\n(c) knowingly allow to be brought in or taken out of a short-term holding facility, or\n(d) deposit in any place,\nany item whatsoever, with intent that it should come into the possession of a person detained at a short-term holding facility.",
