  "text": "Note 1: Where roads are to become restricted roads as indicated in Part 1 of this Schedule and as shown on the plans relating to this Schedule (the traffic regulation measures plans (speed limits and restricted roads)), speed limits are to apply in accordance with the provisions of the 1984 Act (which defines national speed limits of 30 miles per hour on ‘restricted roads’ by reference to street lighting).",
