In exercise of the powers conferred on the Secretary of State by sections 29(3), (5) and 569 of the Education Act 1996^f1, now vested in the National Assembly for Wales^f2, and the powers conferred on the National Assembly for Wales by sections 26 and 66(1) of the Children Act 2004^f3, the National Assembly for Wales makes the following Regulations:—
