The Secretary of State for the Environment as respects England and Wales and the Secretary of State for Scotland as respects Scotland, in exercise of the powers conferred by section 34(1)f1 of the Clean Air Act 1956f2 and of all other powers enabling them in that behalf, hereby make the following Regulations:
