  "text": "Notwithstanding the amendment made by regulation 2(b) above, Phurnacite briquettes manufactured before the coming into force of these Regulations which were an authorised fuel by virtue of paragraph 15 of Schedule 1 to the Smoke Control Areas (Authorised Fuels) Regulations 1991 before the amendment of that paragraph by regulation 2(b), shall continue to be an authorised fuel.",
