# The Social Security Act 1990 (Commencement No. 1) Order 1990, Note: Explanatory note


(This note is not part of the Order)
This Order provides for the coming into force of provisions of the Social Security Act 1990 on the following dates—
18th July 1990 for the provisions in—
Schedule 3 relating to the Pensions Ombudsman in so far as relevant for the purpose of authorising the making of regulations (Schedule 3 for other purposes coming into force on 1st October 1990),
section 13 relating to registration of occupational and personal pension schemes,
paragraph 12 of Schedule 4 relating to levies towards meeting certain expenditure under the Social Security Pensions Act 1975,
paragraph 13 of Schedule 4 relating to the extension of certain pension provisions to Northern Ireland,
paragraph 14 of Schedule 4 relating to the extension of certain provisions to widowers in the Social Security Pensions Act 1975,
section 16(2), (3) and (9) relating to the removal of certain liabilities from the National Insurance Fund,
section 17(7) and Schedule 5 relating to special penalties in the case of certain returns,
paragraph 1 of Schedule 6 relating to Orders increasing contributions,
paragraph 10 of Schedule 6 (maternity allowance: contribution conditions for women paid otherwise than weekly) in so far as relevant for the purpose of authorising the making of regulations (paragraph 10 for other purposes coming into force on 28th October 1990),
paragraph 20 of Schedule 6 relating to Community Charge benefit in the form of reduction of charge in a subsequent year,
paragraph 23 of Schedule 6 relating to the functions of the Deputy Government Actuary,
paragraph 28 of Schedule 6 relating to the unauthorised disclosure of information relating to particular persons;
5th August 1990 for the provisions in section 21(1) and Schedule 6, paragraph 25 relating to the entitlement of women members of H M forces to statutory maternity pay where the expected week of confinement is the week commencing 21st October 1990 or a later week;
17th August 1990 for the provisions in section 11(3)—(6) relating to the restriction on payments to employers out of pension scheme resources, and section 11(1) for the purposes only of giving effect to section 11(3);
1st October 1990 for the provisions in—
section 1 relating to attendance allowance for the terminally ill,
section 3(1) — (5), (7) and (8) relating to reduced earnings allowance and retirement allowance,
section 12(2) relating to Pensions Ombudsman and certain pensions tribunals;
15th October 1990 for the provisions in section 8 relating to liability to maintain dependants.
