  "text": "(This note is not part of the Regulations)\nThese Regulations, which amend the Social Security (Adjudication) Regulations 1986, impose limitations on the payment of arrears of benefit where a decision is reviewed in consequence of a determination made by a Commissioner, or by other appellate bodies.\nThese Regulations are made under section 104(5)(b) of the Social Security Act 1975, which is inserted by the Social Security Act 1986, section 52 and Schedule 5, paragraph 10(d). This provision has not yet been in force for 12 months. Accordingly the Regulations are exempt, by section 61(5) of the Social Security Act 1986, from reference to the Social Security Advisory Committee and have not been so referred.",
