  "text": "SOCIAL SECURITY\nMade 14th March 1990\nLaid before Parliament 16th March 1990\nComing into force 6th April 1990\nThe Secretary of State for Social Security, in exercise of powers conferred by sections 100(4), 108(2) and (3), 115, 166(2) of and Schedules 13 and 20 to, the Social Security Act 1975 and sections 52 and 84(1) of, and paragraph 4(2) of Schedule 7 to, the Social Security Act 1986 and of all other powers enabling him in that behalf, after consultation with the Council on Tribunals in accordance with section 10 of the Tribunals and Inquiries Act 1971 hereby makes the following Regulations:",

Section 166(2) is applied to powers conferred by the 1986 Act to make regulations by section 83(1) of that Act."
