  "text": "SOCIAL SECURITY\nMade 6th May 1999\nLaid before Parliament 10th May 1999\nComing into force 1st June 1999\nThe Secretary of State for Social Security, in exercise of the powers conferred on him by sections 61(1) and (2), 189(1), (3) and (4) and 191 of the Social Security Administration Act 1992, and of all other powers enabling him in that behalf, after agreement by the Social Security Advisory Committee that proposals to make these Regulations should not be referred to it, hereby makes the following Regulations:",
