  "text": "(1) Any holder of an account to which a direct deduction order applies may apply to the Secretary of State to vary the order.\n(2) The Secretary of State must give any other holders of the account an opportunity to make representations in relation to the application.\n(3) The Secretary of State must notify the applicant and any other account holders of the Secretary of State’s decision on the application.",
