  "text": "In both the Housing Benefit (General) Regulations 1987 and the Council Tax Benefit (General) Regulations 1992 —\n(a) after paragraph 4 of Schedule 4 (sums to be disregarded in the calculation of income other than earnings), there shall be inserted the following paragraph—\n“\n4A Where the claimant is a member of a joint-claim couple for the purposes of the Jobseekers Act 1995 and his partner is on an income-based jobseeker’s allowance, the whole of the claimant’s income.”;\n(b) after paragraph 5 of Schedule 5 (capital to be disregarded), there shall be inserted the following paragraph—\n“\n5A Where the claimant is a member of a joint-claim couple for the purposes of the Jobseekers Act 1995 and his partner is on an income-based jobseeker’s allowance, the whole of the claimant’s capital.”.",
