  "text": "Section 16 of the Health and Social Security Act 1984 provides that from 26th September 1984 the two panels for each area from which were drawn members of Social Security Appeal Tribunals other than the chairman shall be replaced by a single panel. These regulations provide that those persons whose names were on the old panels shall be deemed to have been appointed to the new panels.",
